Frank was born and raised in the Vailsburg section of Newark, the son of the late Elizabeth and John Sapienza. From a young age, Frank was exposed to the parade through his father, who served as longtime Sexton of Sacred Heart Parish. He is a 1977 graduate of Seton Hall Prep. Frank served the parade for 27 years on the Adjutant’s staff as Vehicle Coordinator and has been recognized as Honorary Irishman of the Year. In 2007, Frank was elected to the Verona Township Council. During his two terms, he was chosen by his peers to represent the Township as Deputy Mayor and Mayor. For the last 38 years, Frank has been a proud member of Local 68 IUOE, where he currently serves on the Executive Board and is employed as Lead Engineer at Horizon Blue Cross/Blue Shield. Frank has been a longtime offcer of the Bell & Siren Club, the 200 Club of Essex County and is currently President of the John J. Giblin Association.

He and his wife, Jean, have been married for 38 years and have three grown children, Joseph, Nina and Gabrielle as well as golden doodle puppy named Enzo.
